'Label all AI-generated content or ads posted on social media': EC to parties amid Bihar poll campaigns

NEW DELHI: The Election Commission has asked all political parties and their leaders, star campaigners and candidates to prominently label all artificial intelligence-generated content or advertisements posted on their social media feed during the Bihar poll campaign , with clear notations like ‘AI-generated’, ‘digitally enhanced’ or ‘synthetic content’.

Given the blurring lines between AI-generated and real videos, the EC has been insisting on voters and the general public being informed on whether the advertisements and audio-visual clips used by them to attack rival party leaders and candidates, are real or created with the use of artificial intelligence . This, officials told TOI, would save the elector from any confusion and allow him to make an informed choice while voting.

The Commission on Thursday advised the parties against misuse of AI based tools to create deep fakes that distort information or propagate misinformation over social media platforms, while emphasizing the need to uphold the integrity of the electoral process. It added that a strict watch is being kept on social media posts to ensure that the election atmosphere is not vitiated.

With some of the AI-generated content seen as defamatory to the rival political leaders or candidates, the EC on Thursday sought to remind the parties and candidates of the model code provision requiring them to limit their criticism of other parties to their policies and programme, past record and work. “Parties and candidates shall refrain from criticism of all aspects of private life not connected with the public activities of the leaders or workers of other parties,” it underlined while cautioning against criticism based on unverified allegations or distortion.

“Any violation of these guidelines would be dealt with strictly,” EC said on Thursday.

Around 8.5 lakh election officials will be involved in conduct of the upcoming poll in Bihar and other state bypolls. These include 4.5 lakh polling personnel, 2.5 lakh police personnel, 28,370 counting personnel, 17,875 micro-observers, 9,625 sector officers, 4,840 micro-observers for counting and upto 90,712 anganwadi sevikas.

Each of the 90,712 booth level officers (BLOs) and 243 electoral registration officers (EROs) shall be available for the voters on phone and through the ‘book-a-call to BLO’ facility on ECINet App. Call centre number ‘1950’ is also available for registering any complaint/query at the DEO/RO level.

A general observer has been deployed in each of the 243 assembly constituencies in Bihar. Also, 38 police observers and 67 expenditure observers will act as ‘eyes and ears’ of EC in the field.
